The Tropico 5 support by Kalypso told me there are no plans to release a single, “complete” edition, nor to make the DLCs available for purchase on all platforms. A complete collection was released in 2016, which contains all DLCs. It is possible to buy both special DLCs (Epic/Steam + retail) and to copy over the missing DLC file (the “dlc” folder).
